Charles Ricciardelli advises clients on the full spectrum of political law compliance issues facing corporations as they engage with government entities, public officials and candidates. These matters often involve strict liability pay-to-play, campaign finance, lobbying, gift and conflict-of-interest laws.
Bio
Mr. Ricciardelli counsels companies on government affairs compliance at the federal, state and local levels. He has extensive experience advising on matters relating to the operation of corporate PACs and regularly counsels companies on effective and efficient strategies to comply with lobbying laws impacting government relations and procurement activity. Mr. Ricciardelli also advises clients on issues related to federal, state and local pay-to-play laws, including the SEC Rule 206(4)-5 for investment advisers and MSRB Rule G-37 for municipal securities underwriters and municipal advisers.
He has significant contact with various ethics and elections commissions, including the Federal Election Commission (FEC), and has represented a number of clients in the FEC’s Alternative Dispute Resolution Program and in obtaining favorable advisory opinions from the FEC. He also conducts internal investigations and assists in the representation of clients facing enforcement actions and audits.
Mr. Ricciardelli also works with major media companies to navigate campaign finance and ethics issues arising from appearances by public officials and political candidates on scripted and unscripted programming distributed by broadcast, cable, streaming and other platforms.
In addition, Mr. Ricciardelli advises companies and individuals on laws and regulations regarding conflicts of interest, financial disclosure and divestment, blind trusts and “revolving door” restrictions that are implicated when employees enter government service and when companies hire individuals out of the public sector.
He also works with numerous clients on strategies for responding to shareholder proposals relating to corporate political and lobbying activities.
