Bio

Lisa Rechden advises clients on a variety of issues, with a focus on matters pertaining to Federal Acquisition Regulations (FAR); Defense Federal Acquisition Regulation Supplement (DFARS); Foreign Ownership, Control or Influence (FOCI) under the National Industrial Security Policy Operating Manual (NISPOM); Cybersecurity Maturity Model Certifications (CMMC); the Committee on Foreign Investment in the United States (CFIUS); ex-U.S. foreign direct investment (FDI) screening; and International Traffic in Arms Regulations (ITAR).

Ms. Rechden regularly advises clients on acquisition, integration and post-closing activities, particularly for those with classified and/or unclassified government contracts. She assists buyers and sellers in navigating the regulatory aspects of complex M&A deals involving government contractors, including due diligence reviews of FAR and DFARS requirements and contract negotiations.

Ms. Rechden works closely with clients looking to develop, expand and/or invest in companies subject to the NISPOM, in addition counseling clients on navigating compliance and mitigation matters with the Defense Counterintelligence and Security Agency regarding classified programs and facilities.

Ms. Rechden counsels government contractors on their disputes with teaming partners, government agencies and competitors, including intellectual property and workshare disputes and False Claims Act allegations. She also advises government contractors on regulatory compliance requirements for AI and cybersecurity offerings.

Prior to moving to private practice, Ms. Rechden served in the Air Force Judge Advocate General’s (JAG) Corps. She also taught a government contracts course as an adjunct professor at American University Washington College of Law.
